Fractional HR refers to a service model where businesses engage a Human Resources professional on a part-time, contract, or temporary basis rather than employing a full-time HR staff member. This approach provides companies, especially small to mid-sized businesses, with access to expert HR support and strategic guidance without the expense of a full-time hire. Fractional HR professionals can handle a range of tasks including employee relations, compliance, and HR strategy, offering flexibility and cost-effectiveness while ensuring that HR functions are managed efficiently and effectively.

My ideal client is a company in the growth or expansion phase of its business cycle, whether they are a newer start-up or an established entity that has moved beyond the initial start-up phase. These businesses have a solid foundation with successful operations and a clear understanding of their offerings. They’ve shifted focus from just growing the business to nurturing their employees, aiming to build a culture where employees are as passionate about the company as the owners are.
These clients are committed to creating an authentic work culture that values employees and enhances their lives, rather than detracting from them. They are open to listening to and adapting based on employee feedback, while maintaining a clear understanding of their own boundaries and capabilities. They prioritize setting up their team—both managers and individual contributors—for success and are dedicated to fostering a high-performance environment.

For project-based work, pricing is determined on a case-by-case basis, tailored to the specific requirements and scope of the project. This allows me to provide a customized quote that accurately reflects the work involved.
Consulting rates, however, are fixed and standardized to ensure clarity and consistency. If you have any particular needs or constraints, feel free to discuss them with me, and I'll do my best to accommodate within the framework of my established rates.

I primarily communicate with clients via phone and email, ensuring quick and efficient exchanges. For recurring meetings, I use Teams video calls, although I am flexible and can adapt to other platforms if that’s your preference. I am based in Sacramento, California, and can travel locally for on-site work if needed. While I usually don’t travel outside the Sacramento area, I am open to making arrangements for special circumstances. Let me know your preferred communication methods and any specific needs you might have!

The businesses I work with typically have not had dedicated HR support before. They've primarily relied on leaders, finance/payroll, or operations staff to manage their HR infrastructure. Many businesses that operate this way come to realize as they grow, that experienced HR support is needed.
To begin, we will work together to understand you, your employees, your legal obligations, and the current state of HR processes at the organization. Then, I work to develop and implement strategies that improve compliance and efficiency (automated processes, toolkits, forms, resources, etc.). For each foundational piece of HR, I work with leadership to create a vision of what it can look like. Then, I generate a strategy/plan to reach this future state. When I create a process or resource, it is completely customized to you and your business. I will also identify and work with stakeholders along the way to ensure everyone understands their responsibility for a successful outcome.

HR involves understanding people and processes that are ever changing. People are not predictable. Laws change frequently. Decisions the business makes may change agreements, contacts, and service providers, among other things. Brooke Theresa HR helps business owners continue to be agile in what they are good at - running their business.
I have the tools and background to keep up to date with and understand changes in employment law, people operations, and account and vendor management. I am proactive in sharing information and maintaining organization, and because I help create your HR tools and processes, I am also able to advise on and implement changes in real time.
Additionally, I can join company meetings and talk with managers and employees as a trusted HR resource. While many consultants wait for a client to reach out to them with an issue to fix, I do not. I remain involved with the organization at a high level to understand and implement ongoing changes within the business and its employees. I anticipate the needs of the organization and will work hard to fulfill them.
